第二类是处于沉睡状态的久悬不动金融账户。2003年9月开始实施的《人民币银行结算账户管理办法》规定，银行对1年未发生收付活动且未欠开户银行债务的单位银行结算账户，应通知单位自发出通知之日起30日内办理销户手续，逾期视同自愿销户，未划转款项列入久悬未取专户管理。调研发现，仅2023—2025年，南方某股份制银行分行单位户中久悬户数量分别约4.23万户、4.9万多户、6万多户，其中近半已处于工商登记注销或吊销状态，占该行单位户分别超24.%、26%和30.%；久悬户资产余额总额更高达3689万多元、4414万多元、5653万多元，在该行账户占比均逐年增加。我们按此推算，2025年末，全国单位账户中久悬存款的总额大约近2353亿元。
